30px;\">\u00a0<\/p>\n<p>1\u670812\u65e5NASA\u548c\u570b\u5bb6\u6d77\u6d0b\u548c\u5927\u6c23\u7ba1\u7406\u5c40\uff08NOAA\uff09\u5404\u81ea\u767c\u5e03\u4e86\u4ed6\u5011\u91dd\u5c0d\u53bb\u5e74\u5730\u7403\u8868\u9762\u5e73\u5747\u6eab\u5ea6\u6578\u64da\u7684\u5206\u6790\u7d50\u679c\u3002\u4ed6\u5011\u4e0d\u7d04\u800c\u540c\u5730\u767c\u73fe\uff0c2010\u5e74\u7684\u5747\u6eab\u6bd42005\u5e74\u7684\u9ad8\u4e86\u4e00\u9ede\u9ede\uff0c\u4f46\u4ed6\u5011\u4e4b\u9593\u7684\u5dee\u7570\uff0c\u5728\u7d71\u8a08\u5b78\u9762\u5411\u800c\u8a00\uff0c\u9084\u4e0d\u8db3\u4ee5\u5927\u5230\u80fd\u5920\u4ee5\u5ba3\u5e032010\u5e74\u662f\u6709\u53f2\u4ee5\u4f86\u6700\u71b1\u7684\u4e00\u5e74\u3002<\/p>\n<p 30px;\"><!--more-->\u00a0<\/p>\n<p>2010\u5e74\u6703\u9019\u9ebc\u7684\u9ad8\u6eab\u5176\u5be6\u201c\u4e26\u4e0d\u9a5a\u5947\uff0c\u56e0\u70ba\u5168\u7403\u8868\u9762\u6eab\u5ea6\u6b63\u5728\u4e0d\u65b7\u5730\u6500\u5347\uff0c\u201d\u7a46\u6258\u59c6\u535a\u963f\u6069\u7279\uff08Deke Arndt\uff09\u8aaa\uff08\u5317\u5361\u7f85\u4f86\u7d0d\u5dde\u963f\u4ec0\u7dad\u723eNOAA\u570b\u5bb6\u6c23\u5019\u6578\u64da\u4e2d\u5fc3\u6c23\u5019\u76e3\u6e2c\u5206\u5c40\u7684\u9996\u9577\uff0cchief of the climate monitoring branch of NOAA\u2019s National Climatic Data Center in Asheville, N.C.\uff09\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u904e\u53bb\u7684\u5341\u5e74\uff0c\u662f\u81ea\u5f9e1880\u5e74\u958b\u59cb\u6709\u8a18\u9304\u4ee5\u4f86\u6700\u6eab\u6696\u7684\u5341\u5e74\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u6839\u64daNOAA\u7684\u5831\u544a\uff0c\u7d50\u5408\u5168\u7403\u9678\u5730\u548c\u6d77\u6d0b\u8868\u9762\u7684\u5e73\u5747\u6eab\u5ea6\uff0c2010\u5e74\u6bd420\u4e16\u7d00\u5e73\u5747\u9ad8\u4e860.62\u651d\u6c0f\u5ea6\u3002\u800c\u5728\u7f8e\u570b\u672c\u571f\uff0c2010\u5e74\u6c23\u6eab\u8f03\u6b63\u5e38\u9ad80.6\u5ea6\uff0c\u70ba\u7f8e\u570b\u6709\u8a18\u9304\u4ee5\u4f86\u7b2c23\u7684\u9ad8\u5747\u6eab\u7684\u4e00\u5e74\u3002\u5317\u534a\u7403\u7d93\u6b77\u4e86\u6709\u8a18\u9304\u4ee5\u4f86\u6700\u6696\u7684\u4e00\u5e74\uff0c\u800c\u5357\u534a\u7403\u5247\u662f\u6709\u8a18\u9304\u4ee5\u4f86\u7b2c\u516d\u9ad8\u5747\u6eab\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u5728\u7d10\u7d04\u5e02\u7684NASA Goddard Institute for Space Studies\u4f7f\u7528\u4e861951-1980\u5e74\u7684\u5168\u7403\u6c23\u6eab\u8cc7\u6599\u70ba\u57fa\u6e96\uff0c\u5206\u6790\u7d50\u679c\u767c\u73fe\uff0c2010\u5e74\u7684\u6eab\u5ea6\u8d85\u904e\u5e73\u5747\u503c\u7d040.74\u651d\u6c0f\u5ea6\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u53bb\u5e74\uff0c\u6211\u5011\u770b\u5230\u6709\u5927\u91cf\u5947\u602a\u7684\u6c23\u8c61\u73fe\u8c61\u3002\u57282010\u5e74\u521d\uff0c\u5317\u7f8e\u3001\u6b50\u6d32\u548c\u5317\u534a\u7403\u7684\u5176\u4ed6\u5730\u5340\u7d93\u6b77\u56b4\u5bd2\u548c\u56b4\u91cd\u7684\u96ea\u707d \u2013 \u5176\u4e3b\u8981\u662f\u56e0\u70ba\u6c23\u8c61\u5b78\u4e0a\u7a31\u70ba\u6975\u5340\u632f\u76ea\uff08Arctic Oscillation\uff09\u7684\u73fe\u8c61\uff0c\u7c21\u55ae\u4f86\u8aaa\u5b83\u662f\u4e00\u500b\u4f30\u8a08\u5317\u6975\u51b7\u7a7a\u6c23\u5357\u4e0b\u7684\u6a21\u5f0f\u3002\u7136\u5f8c\uff0c\u590f\u5b63\u71b1\u6d6a\u628a\u5370\u5ea6\uff0c\u4e2d\u570b\uff0c\u5c24\u5176\u662f\u4fc4\u7f85\u65af\u70e4\u7684\u975e\u5e38\u71b1\uff0c\u90a3\u88e1\u81f3\u5c11\u670915000\u4eba\u6b7b\u65bc\u9ad8\u6eab\u548c\u76f8\u95dc\u91ce\u706b\u707d\u5bb3\u3002\u5168\u7403\u96e8\u91cf\u8a18\u9304\u986f\u793a\uff0c\u9019\u662f2010\u5e74\u662f\u81ea1900\u5e74\u4ee5\u4f86\u964d\u96e8\u91cf\u6700\u591a\u7684\u4e00\u5e74\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u7dca\u96a8\u84572010\u5e74\u548c2005\u5e74\u662f1998\u5e74\uff0cNOAA\u8207NASA\u90fd\u5c071998\u5e74\u8a55\u70ba\u6709\u8a18\u9304\u4ee5\u4f86\u7b2c\u4e09\u6700\u71b1\u7684\u4e00\u5e74\u3002\u201c\u4ed6\u5011\u5f7c\u6b64\u90fd\u770b\u8d77\u4f86\u50cf\u5c0d\u65b9\uff0c\u201d\u963f\u6069\u7279\u8aaa\u3002\u9019\u4e09\u500b\u5e74\u4efd\u958b\u59cb\u6642\uff0c\u5384\u723e\u5c3c\u8afe\u73fe\u8c61\u7684\u5f37\u5ea6\u90fd\u5728\u4e2d\u5230\u5f37\u3002\u5384\u723e\u5c3c\u8afe\u73fe\u8c61\u7684\u7279\u9ede\u662f\uff0c\u5728\u71b1\u5e36\u6771\u592a\u5e73\u6d0b\u7684\u6c23\u6eab\u9ad8\u65bc\u5e73\u5747\u6d77\u9762\u6eab\u5ea6\u3002\u5728\u723e\u5f8c\u7684\u6bcf\u4e00\u500b\u5e74\u4f86\uff0c\u5384\u723e\u5c3c\u8afe\u73fe\u8c61\u9010\u6f38\u6e1b\u5f31\uff0c\u53d6\u800c\u4ee3\u4e4b\u7684\u662f\u62c9\u5c3c\u5a1c\u73fe\u8c61\uff08La Ni\u00f1a\uff09\u3002<\/p>\n<p style=\"padding-left: 30px;\">\u00a0<\/p>\n<p>\u4e8b\u5be6\u4e0a\uff0c\u5728\u82f1\u570b\u57c3\u514b\u585e\u7279\uff0c\u96b8\u5c6c\u82f1\u570b\u6c23\u8c61\u5c40\u7684\u54c8\u5fb7\u5229\u4e2d\u5fc3\uff08Met Office Hadley Centre in Exeter, England\uff09\uff0c\u662f\u5168\u7403\u7b2c\u4e09\u500b\u4e3b\u8981\u5206\u6790\u6eab\u5ea6\u8da8\u52e2\u7684\u5c0f\u7d44\uff0c\u4ed6\u5011\u7684\u5206\u6790\u7d50\u679c\u986f\u793a1998\u5e74\u6bd42005\u5e74\u4f86\u7684\u9ad8\u3002\u81f3\u65bc2010\u5e74\u7684\u6392\u540d\uff0c\u4ed6\u5011\u4ecd\u672a\u516c\u4f48\u3002<\/p>\n<p>\u4e0a\u8ff0\u9019\u4e09\u500b\u5c0f\u7d44\u90fd\u662f\u5206\u6790\u4f86\u81ea\u5730\u9762\u6c23\u8c61\u89c0\u6e2c\u7ad9\uff0c\u8239\u8236\uff0c\u6d6e\u6a19\u548c\u885b\u661f\u7684\u8cc7\u6599\uff0c\u4e0d\u904e\u5728\u5206\u6790\u6280\u5de7\u4e0a\u6709\u4e00\u9ede\u4e0d\u540c\u3002\u8209\u4f8b\u4f86\u8aaa\uff0c\u5728\u5317\u6975\uff0c\u90a3\u88e1\u76e3\u6e2c\u7ad9\u7684\u5206\u5e03\u7a00\u5c11\u53c8\u4e0d\u5bc6\u96c6\uff0c\u5982\u679c\u6709\u4e00\u500b\u6c23\u6eab\u6e2c\u503c\u7570\u5e38\u5730\u9ad8\u6216\u4f4e\u4e86\u5f88\u591a\uff0c\u54c8\u5fb7\u5229\u7814\u7a76\u4eba\u54e1\u5728\u5206\u6790\u6642\u6703\u5ffd\u7565\u9019\u500b\u5730\u9ede\u7684\u8cc7\u6599\u3002\u4f46NASA\u548cNOAA\u4f7f\u7528\u7a0d\u5fae\u4e0d\u540c\u7684\u65b9\u5f0f\u3002\u4ed6\u5011\u4f7f\u7528\u9644\u8fd1\u76e3\u6e2c\u7ad9\u7684\u8cc7\u6599\u4f86\u5c0d\u8a72\u7b46\u7570\u5e38\u7684\u5730\u9ede\u505a\u5408\u7406\u7684\u63a8\u6e2c\u4f30\u7b97\u3002<\/p>\n<p>NASA Goddard \u4e2d\u5fc3\u7684\u6c23\u5019\u5b78\u5bb6\u52a0\u6587\u65bd\u5bc6\u7279\uff08Gavin Schmidt\uff09\u63d0\u51fa\u66f4\u6df1\u5165\u7684\u770b\u6cd5\uff0c\u5176\u5be6\u9010\u5e74\u9010\u5e74\u4f86\u6578\u7b97\u54ea\u4e9b\u662f\u6700\u71b1\u7684\u5e74\u4efd\uff0c\u6703\u63a9\u84cb\u4e86\u4e00\u500b\u66f4\u6df1\u523b\u7684\u9ede\u3002\u201c\u5206\u6790\u6c23\u6eab\u7684\u5e73\u5747\u57fa\u6e96\u7dda\u5df2\u7d93\u4e00\u5e74\u6bd4\u4e00\u5e74\u6696\u548c\u4e86\uff0c\u201d\u4ed6\u8aaa\u3002\u4e8b\u5be6\u4e0a\uff0c2010\u5e74\u5df2\u7d93\u662f\u9023\u7e8c\u7b2c34\u5e74\u5168\u7403\u6c23\u6eab\u5747\u9ad8\u65bc20\u4e16\u7d00\u7684\u5e73\u5747\u6c34\u5e73\u3002<\/p>\n<p>\u65bd\u5bc6\u7279\u9810\u6e2c\uff0c2011\u5e74\u5c07\u4e0d\u6703\u50cf2010\u5e74\u4e00\u6a23\uff0c\u5176\u4e2d\u90e8\u5206\u539f\u56e0\u662f\u62c9\u5c3c\u5a1c\u73fe\u8c61\uff0c\u6c23\u6eab\u6b63\u5728\u4e0b\u964d\u4e86\u4e00\u9ede\u3002\u4f46\u662f\uff0c\u7531\u65bc\u5728\u5927\u6c23\u4e2d\u6eab\u5ba4\u6c23\u9ad4\u6fc3\u5ea6\u7684\u6301\u7e8c\u4e0a\u5347\uff0c\u9019\u4e9b\u6c23\u9ad4\u6703\u5c07\u71b1\u80fd\u9396\u4f4f\u3002\u201c\u5e7e\u4e4e\u53ef\u4ee5\u80af\u5b9a\u7684\u662f\uff0c2011\u4ecd\u7136\u6703\u662f\u6700\u6696\u548c\u7684\u524d10\u540d\uff0c\u201d\u4ed6\u8aaa\u3002\u201c\u4e5f\u8a31\u662f\u524d5\u540d\u3002\u201d<\/p>\n<p>\u00a0<a
